presents pep side of gnunet-pep agreement

Centralize license agreements with gnunet e.v.
This allows gnunet e.v. to make changes to licensing
Allow pep under strict restrictions to change licensing
This is required for platforms not allowing open/free software
Pep wants to try to cover all platforms.

Christian suggestion:
New VP Matthias will sign the agreement

All contributors must sign copyright agreement
Otherwise:

* GNU Taler Agreement

For Taler, a similar issue as with gnunet exists.
A agreement between GNUnet e.v. and Taler SA is required.
